The management device 1 provides a display for indicating an operator's state, when the input operation is performed by the operator terminal 2, determines a first display mode indicating that talking to the operator is disabled or a second display mode indicating that a warning is given to talking to the operator, as a display indicating the operator's state, and makes the determined display mode displayed on a display screen of the operator terminal 2.
