PROBLEM TO BE SOLVED: To improve characteristics such as shading in a diaphragm device that adjusts a diaphragm using a pair of diaphragm blades.SOLUTION: The diaphragm device comprises: a pair of diaphragm blades 3 and 4 that are movably provided on a diaphragm substrate 2 and that overlap each other to form a diaphragm aperture; and a filter substrate 5 that is immovably provided at a location such that the filter substrate 5 covers the diaphragm aperture and that filters out light passing through the diaphragm aperture. The filter substrate 5 comprises an infrared cut filter layer 41 cutting infrared rays and an ND filter layer 42. The ND filter layer 42 is provided within the infrared cut filter layer 41 to lie thereon, disposed concentrically with the diaphragm aperture and formed to be smaller than the aperture size at the time when the diaphragm aperture is fully opened.
