PROBLEM TO BE SOLVED: To obtain a radio communication system in which time synchronization is achieved between nodes.SOLUTION: A reference device that is a time distribution master comprises: means for transmitting information about reference time to surroundings; means for obtaining information about time from each radio communication device and determining whether the time managed by the radio communication device is under a state of synchronization with the reference time; and means for obtaining a synchronization state determination result informed by the radio communication device and managing the synchronization state in the radio communication system. The radio communication device that is a time distribution slave comprises: means for obtaining information about time managed by a synchronization target device that is the reference device or another radio communication device and synchronizing the time managed by itself with the time managed by the synchronization target device; means for transmitting the information about the time managed by itself to surroundings; and means for determining whether time managed by another radio device that is different from the synchronization target device is under a state of synchronization and informing the reference device of a result of the determination.
