<P>PROBLEM TO BE SOLVED: To provide a primary mode vibration damper that damps the primary mode vibrations, and a vibration damping type steel tube pole applicable to the damping of all the primary, secondary and tertiary mode vibrations. <P>SOLUTION: The primary mode vibration damper is installed near the top of a lighting pole. It comprises a container housing one to a plurality of storage chambers each in the shape of a rectangular tube and a globe accommodated in each of these rectangular-tube chambers in the way that the globe can horizontally move within the chamber.
