PROBLEM TO BE SOLVED: To provide an image forming apparatus for obtaining stable images by suppressing toner scattering, reducing stress of collection toner, suppressing deterioration of toner, and maintaining stable development characteristics over a long period of time in the image forming apparatus provided with a touch-down development type developing device. SOLUTION: In the image forming apparatus having the touch-down development type developing device, the image forming apparatus arranges a toner collection roller 14 for collecting scattering toner floating in the vicinity of a toner carrier 2 and a two-component developer carrier 1 in facing the two-component developer carrier 1, and arranges a magnetic member M3 different in polarity from a magnetic member M1 of the two-component developer carrier 1 in facing the magnetic member M1 of the two-component developer carrier 1 in the inside of the toner collection roller 14.
