PURPOSE: A fluorescent substance-base complex powder and an LED structure including the same are provided to minimize light scattering and reflection and to have a significantly improved package efficiency. CONSTITUTION: A fluorescent substance-base complex powder for minimizing light scattering is a complex including multiple fluorescent substances or quantum dots at a size of 100 nm or less dispersed in a matrix, wherein a size of the complex is (a) 20 um or greater and a square average roughness (Rq) of a surface of the complex is 50 nm or less. The complex is used as light source providing visible light by absorbing blue or near ultraviolet ray-based light. A mixing ratio of the base and the fluorescent substance is in a range of 99.99 : 0.01 to 50 : 50 at a weight ratio. The base is a high refractive material of a transparent material.
