PURPOSE: A pharmaceutical composition containing an inhibitor of tensin like C1 domain (TENC1) containing phosphatase expression or activation for preventing or treating diabetes or diabetes complications is provided to effectively prevent the reduction of sugar absorption by suppressing the decomposition of insulin receptor substrate-1 (IRS-1) caused by TENC1, thereby widely preventing and treating diabetes or diabetes complications. CONSTITUTION: A pharmaceutical composition for preventing or treating diabetes or diabetes complications contains an inhibitor of TENC1 expression or activation as an active ingredient. The expression inhibitor is si6 with a base sequence of sequence number 8 or si7 with a base sequence of sequence number 9. The activation inhibitor is ursolic acid. The TENC1 has an amino acid sequence of sequence number 1.
