A rotary surface cleaning machine (100, Fig 6) comprises a rotary surface cleaning tool 124 coupled for rotary motion and having an operational surface (172, Fig 17), with leading and trailing surfaces 188, 190 with bristle brushes 204 arranged on outer portions 206. A plurality of individual arrays 132 of cleaning solution/fluid delivery nozzles 174 are angularly distributed across the operational surface (172) in fluid communication cleaning solution/fluid distribution channels of a distribution manifold portion of the surface cleaning tool. A plurality of suction extraction shoes 126 are angularly distributed across the operational surface and project alternately between the arrays of delivery spray nozzles 132; each further having a fluid extraction passage (see figs 11A & 11B) communicating with a vacuum manifold. A vacuum plenum (152a, Figure 9A) communicates with the manifold to form a cavity with an opening and a removable vacuum inlet cap (232). Sealed tube communicates with the suction shoes and/or the individual spray nozzles 174 and/or means to provide a pumping action in the passages of the manifold between the shoes and the plenum (152a). A target surface scrubbing means causes oscillations to and from the operational surface (172) by vacuum suction and compression. Extraction shoes 126 with a plurality of suction relief grooves are orientated crosswise of fluid extraction passage.
