PURPOSE: A character input system based on a mechanical system and method thereof are provided to offer a simple UI(user interface) environment by controlling a menu through minimum necessary control processes. CONSTITUTION: An OSD(on-screen display) execution unit(110) executes OSD(on screen display) on a screen of a display terminal. A panel control unit(120) displays constructed character group panels on the OSD by grouping phoneme and by overlapping between character group panels. The character group panel is grouped based on a classification of characters, an arrangement order, and a phoneme structure. The panel control unit displays a character which is completed by the selected phoneme in the character group panel. A character input panel is arranged and is separated from the character group panel.
