PURPOSE: A method and a device for selectively decoding a scalable video are provided to save resources by determining a decoding level according to the selection of a user and voice activity. CONSTITUTION: A communication unit receives one or more video bit streams of a layer structure comprised of one or more layers (610). A controller determines a decoding level of the video stream based on a screen construction in which a decoding level is determined in advance (620). The controller decodes the extracted layer by extracting the layer of the video bit stream according to the determined decoding level (630, 640).
