PURPOSE: A charging control device including a protection function and a battery package thereof are provided to reduce total charging time by controlling the charging switch timing of constant voltage. CONSTITUTION: When a charging control circuit (10) is connected to a power source, a transistor (31) for charging a battery controls charging current. A first control switch element (13) and a second control switch element (14) are connected between an external terminal and a normal terminal of a secondary battery. When the secondary battery is an overcharged state, a charging control device turns off the first control switch element to block the charging current. The charging control circuit conducts the charging current to the transistor until a predetermined voltage value of the secondary battery. When the voltage value of the secondary battery is arranged to the predetermined voltage value, terminal voltage is supplied to the charging control circuit.
