PROBLEM TO BE SOLVED: To realize a substrate for a piezoelectric oscillator which improves frequency characteristics.SOLUTION: A substrate for a piezoelectric oscillator 10 comprises: a substrate part 11; a piezoelectric vibration element mounting pad 13 provided on a first main surface of the substrate part 11; multiple IC element connection pads 16 provided on a second main surface of the substrate part 11; and a shield layer 15 provided in the substrate part 11. The shield layer 15 covers an output pad 16a that is electrically connected with an output terminal of the IC element 30, from among the multiple IC element connection pads 16 and does not cover an input pad 16c that is electrically connected with the piezoelectric vibration element mounting pad 13, from among the multiple IC element connection pads 16.
