PROBLEM TO BE SOLVED: To obtain a charging device, an image holder device and an image forming apparatus capable of suppressing cleaning unevenness which occurs along a rotary shaft direction of a charging member.SOLUTION: When a cleaning member 52 rotates, an eccentric cam 60 fixed to a second rotary shaft member 52A of the cleaning member 52 rotates. When the eccentric cam 60 rotates, the rotating cleaning member 52 swings around an apex F of a crown shaped charging layer 14B as a center, and alternately comes in contact with an inclined plane on the right side of the charging layer 14B, and an inclined plane on the left side of the charging layer 14B. Thus, dirt such as toner, an external additive or the like adhering to inclined planes on both sides of the charging layer 14B is moved or scraped off toward a side of a cleaning part 52B. Consequently, cleaning unevenness which occurs along a rotary shaft direction of a charging roll 14 can be suppressed. |
