PROBLEM TO BE SOLVED: To provide a catalyst for cleaning exhaust gas capable of preventing occurrence of phosphor poisoning, and maintaining high catalyst activity even after driving over a long period of time.SOLUTION: The catalyst for cleaning exhaust gas includes: a carrier base material; a first coating layer coated on a surface of the carrier base material; and a second coating layer coated on a surface of the first coating layer, wherein the first coating layer contains a catalytic noble metal and the second coating layer either does not contains the catalytic noble metal or contains the catalytic noble metal at a smaller amount than the first coating layer.
