According to the present invention, a predetermined marginal torque is set such that it is possible to maintain a predetermined engine idling speed by adjusting the ignition timing with respect to load fluctuations during engine idling. The value of the marginal torque is set to decrease as the load acting on an internal combustion engine (1) increases during engine idling. Accordingly, the marginal torque can be set to an appropriate value, and fuel efficiency can be improved during idling of the internal combustion engine (1).
