PROBLEM TO BE SOLVED: To provide a developing device that prevents a cleaning failure of liquid developer remaining on the surface of a developing roller, and to provide an image forming device including the same.SOLUTION: A developing roller 141 carries liquid developer containing toner, on its surface. A first developing blade 145A comes into contact with the developing roller 141 to remove the liquid developer from the developing roller 141. The developing roller charging unit 147 applies electric charges of the same polarity as the toner, to the liquid developer on the developing roller 141. A surface potential sensor 510 detects surface potential on the developing roller 141 charged by the developing roller charging unit 147. A second developing blade 145B is brought into contact with the developing roller 141 according to the surface potential of the developing roller 141. |
