PROBLEM TO BE SOLVED: To provide a speech speed conversion device capable of reproducing a voice content highly speedily as if skim-reading a sentence.SOLUTION: A speech speed conversion device 1 includes: storage means 20 for storing a sound feature quantity of a voice content by clock-time, and both a voice section and a non-voice section in correlation with a clock-time; deleting-section search means 30 for searching a voice section immediately before a non-voice section for a section in which a change in the sound feature quantity is smaller than a predetermined reference, as a deleting section of deleting voice content, by starting backwards from the ending clock-time of the aforementioned voice section; and output time length adjustment means 40 for outputting voice content excluding the deleting section by compressing or expanding the voice content so that the output time length of searched voice content excluding plural deleting sections is equal to an output time length of a specified replay magnification relative to the time length of the original voice content.
