A first terminal (1000) comprises: a host terminal transmission rate acquisition unit (100) which acquires a transmission rate of an application of the first terminal (1000); a search range control unit (110) which establishes the upper bound of a search range of an available band of a communication line, using the transmission rate; and a measurement packet transmission unit (120) which transmits a measurement packet in a band less than or equal to the upper bound to a second terminal (2000). The second terminal (2000) comprises: a measurement packet receiving unit (200) which receives the measurement packet; and an available band estimation unit (210) which estimates the available band on the basis of the received measurement packet.
