PROBLEM TO BE SOLVED: To provide a light emitting device which reduces chromaticity variations between products while maintaining high light extraction efficiency, and to provide a manufacturing method of the light emitting device and a lighting device.SOLUTION: A light emitting device 10 has an LED chip 3 on an upper surface of a ceramic substrate 1 and is formed by sealing the LED chip 3 with a resin body 20 containing a phosphor that absorbs light emitted from the LED chip 3 and excites. The resin body 20 is composed of: a first resin body 21 containing a phosphor converting wavelengths of light from the LED chip 3; a second light transmissive resin body 22 which is located on the first resin body 21 and does not contain a phosphor; and a third light transmissive resin body 23 which is located on the second resin body 22 and does not contain a phosphor.
