PROBLEM TO BE SOLVED: To provide an inexpensive and high performance tape substrate for superconducting wire rod, and to provide a manufacturing method therefor, and a superconducting wire rod using an inexpensive and high performance tape substrate.SOLUTION: An inexpensive and high performance tape substrate 1 has both surfaces. The surface roughness Ra of one surface is 15 nm or less while the surface roughness Ra of the other surface is larger than that of the one surface. Difference in surface roughness Ra between one surface and the other surface is 3-15 nm.
