PROBLEM TO BE SOLVED: To provide a transparent conductive film, capable of improving generation efficiency of a thin film solar cell owing to return light to a photoelectric conversion layer which is increased by increased reflection light at an interface between the transparent conductive film and the photoelectric conversion layer by lowering refractive index of the transparent conductive film and increasing a refractive index difference from the photoelectric conversion layer, and to provide a transparent conductive film composition, used in a wet type coating method for a solar cell, and capable of forming the transparent conductive film.SOLUTION: The transparent conductive film composition for a solar cell contains: a conductive oxide particle; hydrofluoric acid; and silicon alkoxide or a hydrolysate or a dehydration product of the silicon alkoxide, and contains 0.35 to 3.52 pts.mass of phosphorus against 100 pts.mass of silicon.
