PROBLEM TO BE SOLVED: To provide a power recovery device for boosting low-pressure raw water to a predetermined pressure by switching a flow path valve without requiring external power and using a boosting pump, and to provide a fresh water production plant.SOLUTION: In an embodiment, A power recovery device includes: a cylindrical housing 11 of which in the vicinity of one end a plurality of flow path ports are formed at predetermined positions; a seesaw plate 14 sandwiched rotatably by two partitioning walls formed inside the cylindrical housing, and housed liquid-tightly in the cylindrical housing; and a rotary valve 16 which is fitted rotatably to the one end of the cylindrical housing and at which a plurality of opening valves are disposed. The device utilizes a pressure of a high-pressure brine as the rotative power of the seesaw plate, accompanied with the rotation of the rotary valve where the pressure is supplied from a flow path formed by the predetermined opening valve and the predetermined flow path port of the cylindrical housing. The device boosts a feed being the raw water, and outputs the resulted water as a high-pressure feed. |
