A personnel management system 100 comprises a personnel activity recording terminal 102, a subscriber terminal 118 for receiving subscriber assignments; a server 104 for receiving data from the personnel activity recording terminal 102 and the subscriber terminal 118; and a database 116 for storing the data received at the server 104. The server 104 is arranged to compare the data received from the personnel activity recording terminal 102 and the subscriber assignments and to allocate assignments to personnel. The personal activity recording terminal 102 comprises a reader, a display, a camera, a microphone and speaker, a keypad, a controller and an electronic communication module. The reader may comprise a biometric scanner, a smart card reader, an RFID reader, an NFC reader, a BLUETOOTH (RTM) transceiver or a WIFI transceiver. The terminal user may be a driver, such as a haulage or truck driver, and the smart card can be a digital tachograph card. The card reader reads the stored driving activities of the driver from the card. A video conference or interview with a supervisor can also be established using the terminal 102.
