PROBLEM TO BE SOLVED: To provide an earthquake disaster prevention system (a preliminary disaster prevention system) for an industrial facility, capable of properly preventing direct damage and secondary damage to an industrial facility (factories and plant) having a plurality of related processes, and also capable of reducing the operational loss of the entire industrial facility. SOLUTION: The operation/stop of a facility to which damage caused by the arrival of an earthquake is predicted is controlled and determined, and the operation/stop of the facilities of the related processes affected by the control decision is controlled and determined, and on the basis of the control decision for each facility, the entire processes are reconstructed.
