PROBLEM TO BE SOLVED: To provide a solid lubrication film which is excellent in lubricity, stick-slip resistance performance and wear resistance, a method for forming a solid lubrication film which is capable of forming a solid lubrication film with high efficiency without wasting materials while controlling a film thickness, the properties and the like at high accuracy, and a sliding member provided with favorable lubricity by a solid lubrication film. SOLUTION: The solid lubrication film contains a resin solid content and an inorganic lubricant, and has a surface with a large number of depressions formed thereon. In the forming method, a coating film, is formed on a surface subjected to a blast treatment and the like using a resin coating material containing the resin solid content and the inorganic lubricant by electrodeposition coating and then fired.
