<P>PROBLEM TO BE SOLVED: To efficiently provide a method of manufacturing a color filter substrate with a touch panel electrode. <P>SOLUTION: First, a first transparent electrode 31, a first insulating film 41, a second transparent electrode 32, and a metal electrode 3 are formed on one surface of a glass substrate 2. Next, a second transparent insulating film 42 is formed so as to cover the whole surface of the second transparent electrode 32 as the uppermost layer and the metal electrode 33. Next, a color filter layer 5 is formed on the other surface of the glass substrate 2. At this point, the second transparent insulating film 42 functions as a protective film of the metal electrode 33.
