PURPOSE: An intelligent packet transmitting apparatus in a wireless communication system and a method thereof are provided to efficiently deliver a packet in comparison with an existing datagram method. CONSTITUTION: A prior work necessity determining unit (510) determines whether a prior work is necessary according to a predetermined standard for transmitting a packet. A data requesting unit (520) requests information for the prior work to a server if the prior work is necessary. A data receiving unit (530) receives necessary information for the prior work corresponding to the information requested in the data requesting unit from the server. A prior work performing unit (540) performs the prior work following the predetermined standard using received necessary information from the server. A transmitting unit (550) transmits the packet of which the prior work is performed.
