PURPOSE: A packet management apparatus and a method thereof are provided to manage the congestion of a SIP packet received from a network on internet protocol-private branch exchange (IP-PBX). CONSTITUTION: A session initiation protocol (SIP) packet receiving unit (21) receives a SIP packet. A DB (26) stores packet congestion information. A SIP packet congestion detector (22) detects the congestion of the received SIP packet based on the packet congestion information. The congested SIP packet blocking unit (23) blocks the SIP packet received from an IP which is inducing the congestion. The packet congestion information is SIP packet receiving number information per second.
