PURPOSE: A method for preparing a magnesia-zirconia complex carrier is provided to simply obtain a magnesia-zirconia complex carrier for a normal-butane oxidative dehydrogenation catalyst which maintains the high activity of magnesium orthovanadate using a sol-gel method based on a citric acid. CONSTITUTION: A method for preparing a magnesia-zirconia complex carrier comprises the steps of: preparing a mixed precursor solution of magnesium and zirconium by dissolving a magnesium precursor and a zirconium precursor in a first solvent; preparing a solid acid solution by dissolving a solid acid into a second solvent; preparing a carrier forming solution by mixing the precursor solution and the solid acid solution; preparing a solid material by thermally drying the carrier forming solution at the temperature of 40-200°C; and preparing a magnesia-zirconia complex carrier by thermally treating the solid material at the temperature of 400-1000°C. A method for preparing a magnesium orthovanadate catalyst comprises the steps of: impregnating a vanadate aqueous solution into the magnesia-zirconia complex carrier; and thermally treating the resultant product at the temperature of 350-800°C for 1-6 hours.
