<p>PURPOSE: A coexistence protocol message construction method is provided to effectively use a television white space (TVWS). CONSTITUTION: A TVBD device requests resources, and a coexistence manger (CM) requests a TV channel set which is able to be used by a TVBD device. The TVBD device updates an available channel set, and coexistence discover and information (CDIS) or a master CM allocates resources to the TVBD device. The TVBD device requests the resources, and the CDIS or master CM allocates the resources to the available channel set and obtains register information from the TVDB device.
