PURPOSE: An offshore structure using a hollow member and a construction method thereof are provided to prevent excessive water consumption for manufacture and construction and to reduce costs to be required. CONSTITUTION: An offshore structure using a follow member comprises at least three column members(100) and a horizontal member(200). The column members are formed by concrete materials. A hollow member(20) is embedded in the column members to form a hollow hole. The horizontal member is installed between the column members to maintain the column members at a predetermined gap. The hollow member is embedded in the horizontal member to form a hollow hole.
