PURPOSE: A production method of a water resistant vinyl chloride resin is provided to make a paste sol in an even property without changing prescription according to situation by using an anion emulsifier within a phosphate group and to prevent chlorosis of a product by absorption of moisture. CONSTITUTION: A production method of vinyl chloride based latex is composed of a seed emulsified polymerization adding vinyl chloride monomer and phosphate based emulsifier or an addition of non-phosphate based anion emulsifier into the vinyl chloride monomer after mixing. The phosphate based anion emulsifier is a compound expressed as a chemical formula 1. The phosphate based anion emulsifier is sodium polyoxyethyle alkyl ether phosphate.
