PURPOSE: An emergency state notifying method and a system thereof are provided to evaluate an emergency state and to transmit an emergency state message to a control server through mobile communication network. CONSTITUTION: A control server receives an emergency state message from an originating mobile terminal through a mobile communication network(601,603). The emergency server extracts multimedia information and emergency state location information from the emergency state message. The control server generates the emergency state informational message to the extracted emergency state location information. The control server notifies reception mobile terminals about the generated emergency state message(607). The control server transmits the extracted multimedia to an organization server.
