In the present invention, a plurality of Savonius wind-powered electricity-generating panels in an existing half-pipe form are mounted on a plurality of pivots such that pivot panels on the surface sustaining the maximum drag can maintain shape and produce maximum torque while, in the region where minimum drag is sustained, the pivot panels are open, which is to say allow an air stream to pass through in such a way that the generated rotational force can be maximised.
