PROBLEM TO BE SOLVED: To collectively regulate inter-phase voltages so as to be appropriate for all inter-phase voltages of a plurality of service wires of a distribution line while the inter-phase voltages of the distribution line are unbalanced.SOLUTION: An automatic voltage regulation apparatus comprises a reference inter-phase setting section and an automatic voltage regulation section. On the basis of all inter-phase voltages of a distribution line of a distribution system including two or more voltage lines having voltages, the reference inter-phase setting section sets a reference inter-phase to be a reference for regulating all the inter-phase voltages. On the basis of the reference inter-phase set by the reference inter-phase setting section, the automatic voltage regulation section uniformly regulates all the plurality of inter-phase voltages.
