The present invention includes in the given order: a wavelength allocation step for allocating each uplink signal wavelength to each ONU (1) such that the sum of the target bandwidth allocated as a target to each ONU (1) to which each uplink signal wavelength is allocated does not exceed the bandwidth allocated to each uplink signal wavelength; and a bandwidth allocation step for allocating bandwidth to each ONU (1) on the basis of each bandwidth of a plurality of requested bandwidths received from each ONU (1), such that the bandwidth actually allocated to each ONU (1) converges with the target bandwidth allocated as a target to each ONU (1).
