Provided are a data sending and receiving method, a base station and user equipment. The data sending method comprises: according to position generation information about a PDCCH on a non-traditional resource, determining a resource position of the PDCCH on the non-traditional resource on a subframe; and sending the subframe to the UE, the resource position of the subframe comprising the PDCCH on the non-traditional resource so that the UE determines the resource position of the PDCCH on the non-traditional resource on the subframe according to the position generation information. In the embodiments of the present invention, both the base station and the UE can use the position generation information to determine the resource position of the PDCCH on a non-traditional resource, thereby avoiding the occurrence that the UE which only has the capability of receiving the PDCCH on a non-traditional resource cannot access a network.
