PURPOSE: A free call service providing system and method are provided to offer a free call service which is enabled by the participation of a user in an advertisement on a public communications terminal installed at a public place. CONSTITUTION: An advertising page displaying the contents of an advertisement is stored in a service server. If a user connects to the advertising page in the service server through the internet, a link list of stored advertisements is outputted and a link list of outputted advertisements is charged and delivered to the service server. If phone information of the other party is inputted into a phone number input window and connection is requested, the phone information is delivered to the service server and a communications company service server which is connected to a user communications terminal, and the service server or the communications company service server is connected to a communications company switchboard, which is connected to the other party communications terminal corresponding to the phone number of the other party, through a general public network, a mobile communications network, or the internet, and then call connection is made between the user communications terminal and the other party communications terminal. If the call connection is made, the user makes a free phone call with the other party communications terminal through the service server or the communications company service server. Margins of the service server and the communications company service server are provided to the user as a cash-back or a point.
