The image decoding device comprises the following: a first storage unit (111) having the capacity to store at least two of the largest blocks from among the blocks of at least two sizes; a first processor (101) that sequentially performs a first process from among the plurality of processes on a plurality of blocks, and by storing in the first storage unit (111) the blocks on which the first process was performed, sequentially stores the plurality of blocks in the first storage unit (111); and a second processor (102) that sequentially extracts a plurality of blocks from the first storage unit (111) and sequentially performs a second process from among the plurality of processes on the extracted plurality of blocks.
