<P>PROBLEM TO BE SOLVED: To provide a developing device designed so as to suppress degradation in image quality with the passage time, by more accurately detecting deterioration of developer with time, and to provide an image forming apparatus and image forming method. <P>SOLUTION: The developing device includes: a case 55Y for storing developer containing at least toner; and stay detecting means 66Y and 67Y for detecting developer in the case 55y and detecting developer stay, based on a predetermined reference value.
