<P>PROBLEM TO BE SOLVED: To provide a developing device that is uniformly stabilize the toner coating in a downstream developer carrier over a long period of time, and also to provide an image forming apparatus using the same. <P>SOLUTION: A toner agitating member 43C is disposed in the position where a developer carrier 41A and the developer carrier 41B are close to each other. The wall 49 of a developing container 4 covers the repulsing magnetic electrodes N2 and N3 of the developer carrier 41B and the vicinity of the upstream magnetic pole N3.
