<P>PROBLEM TO BE SOLVED: To stabilize communication even in a multicast service. <P>SOLUTION: A data reception means 1a of the radio base station 1 receives data to be multicast to the terminal 3, from the host device. A multicast channel setup means 1b sets a plurality of multicast channels 2a, 2b to 2n different in transmission rate for multicasting the data received by the data reception means 1a to the terminal 3. A reception quality measurement means 3a of the terminal 3 measures the reception quality of data received from the radio base station 1.
