Setting up a group (PTT) communication session requiring Quality of Service (QoS) resources at an access network, AN, within a wireless communications system, comprising: receiving a message related to an access terminal, AT, attempt to originate the group (PTT) communication session and includes a flag configured to prompt the AN to conditionally allocate QoS resources to the AT based on whether the QoS resources have already been allocated to the AT; determining whether the QoS resources have already been allocated to the AT; and allocating the QoS resources to the AT if the determining step determines the QoS resources have not yet been allocated. A corresponding embodiment teaches setting up a group (PTT) communication session requiring Quality of Service (QoS) resources at an application server configured to arbitrate the group (PTT) communication session within a wireless communications system, comprising: configuring a message related to an AT attempt to originate the group (PTT) communication session to include a flag configured to prompt an access network to conditionally allocate QoS resources to the AT based on whether the QoS resources have already been allocated to the access terminal; and forwarding the configured message to an AN for transmission to the AT.
