Method and apparatus for load balancing in broadband communication system

An apparatus and method are provided for load balancing in a broadband communication system. A method for performing load balancing in a OFDM communication system in an initial network entry at a base station is disclosed. The method comprises receiving at a base station a ranging request message from a user terminal, and determining at the base station, upon receipt of the ranging request message, whether to allow the user terminal based on a network load. If the user terminal is not allowed, a ranging state is set at the base station to 'abort'. A first ranging response message is generated at the base station including the ranging state which is set to 'abort' and at least one of a frequency override for a channel on which the user terminal redoes ranging and a preamble index override for a preamble index of a target base station where the user terminal redoes ranging. The first ranging response message is transmitted from the base station to the user terminal in response to the ranging request message. A user terminal and an operation method of the user terminal are also disclosed.
