A hydraulic power steering apparatus assists in steering of a vehicle with a hydraulic cylinder (21). The hydraulic power steering apparatus includes a flow control valve (23), a steering torque sensor (32), a steering angle sensor (33), a vehicle speed sensor (34), and an ECU (31). The flow control valve (23) changes the supply/drainage amount of hydraulic fluid for the hydraulic cylinder (21). The ECU (31) sets a supply/drainage mode for supplying/draining the hydraulic fluid with respect to the hydraulic cylinder (21) based on detection results from the aforementioned sensors and controls the flow control valve (23) in accordance with the supply/drainage mode of the hydraulic fluid.
