PURPOSE: A pouring speed control device according to lifting speed of a slip form is provided to prevent physical properties of concrete from being changed by regularly maintaining concrete pumping pressure. CONSTITUTION: A pouring speed control device (100) according to lifting speed of a slip form comprises a coil (110), a pulse generation unit (120), a sensing unit (130), a data collecting unit (140), a control unit (150), and a communication unit (160). The coil is wound on the outer surface of a pumping pipe (1). The pulse generation unit controls pressure inside the pumping pipe by applying a pulse signal to the coil to change the motional properties of water molecules in a slip layer, which is generated when concrete flows, with an electromagnetic field generated in the coil and control, thereby controlling flow velocity. The sensing unit comprises a pressure sensor measuring the pressure of the pumping pipe and a measuring sensor measuring the velocity or the lifting displacement of a slip form.
