Described is a system for constructing over aquatic zones or flood areas, which comprises a first monolithic platform and a second monolithic platform that are prefabricated in cellular concrete and have a hexahedral structure, the lateral and lower surfaces thereof having at least one aperture, and the upper surfaces thereof being substantially smooth, uniform and flat, the platforms having a shoe formed from each corner, located between the lateral surfaces and the lower surface, to the aperture of the lower surface, also having a column in each end portion of the platform, the columns being formed from the lower surface to the upper surface, at least a reinforcement being located in the platform with rods and meshes of polymers reinforced with hydrophobic fibers, and at least a tensor and/or staple being located in the platform in an apex formed by the lateral surfaces and at least one apex of the upper surface or lower surface of said platforms. Each tensor and/or staple of said p latforms comprises a first rod substantially parallel to the apex of the surface in which the same is set and at least two second rods substantially perpendicular the first rod, which are arranged from the first platform to the second platform. Additionally, the system comprises a cellular concrete edification set over the first and second platforms.
