PURPOSE: A liquid formation preventing device capable of providing residual pressure to inside a syringe and an operation method of the dispenser are provided to improve irregularity of raw material coating. CONSTITUTION: A liquid formation preventing device comprises a pressure control valve(400), a pressure head detection sensor(111) and a pressure controlling device(300). The pressure control valve controls the supply pressure of a syringe(110). The pressure head detection sensor senses the pressure head of the syringe raw materials. The pressure controlling device controls the pressure control valve according to the sensed pressure head.
