PROBLEM TO BE SOLVED: To provide a light-emitting device which can change a travelling direction of light emitted from a semiconductor light-emitting element and achieve downsizing.SOLUTION: A light-emitting device 100 according to the present invention comprises: a substrate 10 which includes a first surface 12 and a second surface 14 opposite to the first surface 12, and in which through holes 16 piercing the substrate from the first surface 12 to the second surface 14; optical elements 20 which are provided in respective through holes 16 and which protrude from the second surface 14; and semiconductor light-emitting elements 50 provided on the second surface 14 side. The optical element 20 emits light L outgoing from the semiconductor light-emitting element 50 to the first surface 12 side.
