PROBLEM TO BE SOLVED: To provide a hard coat film having high refractive index with less interference fringes, a manufacturing method having excellent reproductivity of the hard coat film and a low reflection film having less interference fringes formed using the hard coat film.SOLUTION: A hard coat film has a hard coat layer made of a cured product of a curable resin composition for the hard coat layer. The curable resin composition includes highly refractive fine particles and a binder component on one surface side formed of triacetyl cellulose base material. The hard coat layer is laminated interposing a penetration layer having the binder component penetrating in an area on the hard coat layer side of the triacetyl cellulose base material. The penetration layer includes the highly refractive fine particles.
